PM announces investment treaty with Nigeria Prime Minister Stephen Harper and Mohammed Namadi Sambo, Vice President of the Federal Republic of Nigeria, today announced the conclusion of negotiations toward a Canada-Nigeria Foreign Investment Promotion and Protection Agreement (FIPA). The announcement was made following a bilateral meeting that was part of Mr. Sambo’s visit to Canada from April 30 to May 4, 2013.
“This agreement will facilitate investment flows between Canada and Nigeria, contributing to job creation and economic growth in both countries,” said Prime Minister Harper. “It will provide Canadian companies and investors with the protection and confidence they need to take advantage of the many commercial opportunities in Africa’s most populous nation.”

PM tables the 20th Annual Report on the Public Service of Canada Prime Minister Stephen Harper today tabled in Parliament the 20th Annual Report to the Prime Minister on the Public Service of Canadafrom Wayne G. Wouters, the Clerk of the Privy Council, Secretary to the Cabinet and Head of the Public Service.
The Report reflects on the significant changes that have unfolded in the Public Service and the world since the publication of the First Annual Report to the Prime Minister in 1992. Over the past year, the Public Service has delivered on the government’s agenda and continued to find more efficient and effective ways of doing business, while managing personnel changes in a sensible and respectful manner.
