ש"ס הוקמה על מנת לדאוג לתקצוב הוגן למוסדות החינוך הדתיים הספרדיים, על רקע טענות לקיפוח מתמשך מצד אגודת ישראל האשכנזית. לאור הצלחתה בבחירות בשנת 1984 החלה בהקמת מוסדות נלווים לתנועה, בהם תנועת אל המעיין ורשת בתי הספר של מעיין החינוך התורני.
