Previously elected three times to statewide office, Quinn was the sitting lieutenant governor and became governor on January 29, 2009, when the previous governor, Rod Blagojevich, was impeached and removed from office. Early life Pat Quinn was born in 1948 in Hinsdale, Illinois. He attended the local Catholic grade school, St. Isaac Jogues. He graduated in 1967 from Fenwick High School, a Catholic school in Oak Park, Illinois run by the Dominican Order of Priests. Gov. Pat Quinn has a new idea to pay off the state’s $4.5 billion in overdue bills, but it seems to be hitting familiar snags. Quinn has drafted legislation that would allow him, among other things, to temporarily suspend payments to local governments in Illinois from the Local Government Distributive Fund.
