Mark V. Parkinson (born June 24, 1957) is the president and chief executive officer of the American Health Care Association (AHCA) and the National Center for Assisted Living (NCAL). A member of the Democratic Party, he was the 45th Governor of Kansas and a member of the Kansas House of Representatives and the Kansas Senate.
Early life
A businessman and former legislator, Governor Parkinson is a native Kansan with roots in Scott City, where the Parkinsons still own the family farm. Born in Wichita, Kansas, Governor Parkinson attended Wichita Public Schools and graduated from Wichita Heights High School before going on to graduate summa cum laude from Wichita State University in 1980. TOPEKA, Kan. (AP) - Democratic Gov. Mark Parkinson has appointed Court of Appeals Judge Nancy Moritz Caplinger of Topeka to fill a vacancy on the Kansas Supreme Court.
The announcement Monday fills the slot on the seven-member court created by the Aug. 3 retirement of Chief Justice Robert Davis, who died the next day.
The 50-year-old Caplinger has served on the Kansas appeals court since 2004. Before that, she was an assistant U.S. attorney in Kansas City, Kan., and Topeka. She was a civil litigator and later represented the federal government in nonlitigation matters.
