It may well be breached here and there – the transition from killing to talking is bound to be messy; the violent emotions of a vicious year-long conflict will not easily be quelled – but it heralds, nevertheless, the beginning of a new political phase ...

Kofi Annan gives bleak assessment of Syrian peace plan

Kofi Annan, the main architect of the Syria peace plan, said Tuesday that his monitors had recorded a slight improvement there since the cease-fire’s nominal start nearly four weeks ago. But he gave an otherwise bleak assessment, beseeching combatants on both sides to put down their weapons and acknowledging that his effort could fail. In a private briefing for the UN Security Council and at a later news conference, Annan, the former secretary general appointed as special representative for the United Nations and Arab League, said the arrival later this month of the full contingent of ...

Annan warns Syria at risk of civil war

GENEVA (AP) - World powers share a "profound concern" that Syria could descend into civil war, international envoy Kofi Annan said Tuesday, but nations remain committed to his six-point peace plan and have pledged to deploy 300 cease-fire monitors there by the end of the month. He warned, however, that the world can't wait forever for the cease-fire plan to work, and noted that the bloodshed hasn't ended despite the truce. Annan, who has been tasked by the United Nations and the Arab League with devising a solution to end Syrian President Bashar Assad's brutal crackdown on a popular ...
