衆議院議員、厚生大臣（第69・70・81代）、郵政大臣（第55代）、内閣総理大臣（第87・88・89代）などを歴任した。内閣総理大臣の在任期間は1,980日で、第二次世界大戦後の内閣総理大臣としては佐藤栄作、吉田茂に次ぐ第3位。
