Joseph Daul, né le 13 avril 1947 à Strasbourg, est un homme politique français. Membre de l'UMP, il est député européen et préside le groupe du Parti populaire européen depuis 2007.

 

Diplômé de l'Institut des hautes études de la défense nationale (IHEDN), dont il a été auditeur entre 1982 et 1983, il est éleveur de bovins et milite d'abord au sein du mouvement agricole français : vice-président du Centre national des jeunes agriculteurs entre 1976 et 1980, il occupe le même mandat à la FNSEA entre 1993 et 1999. Vice-président de la Chambre d'agriculture du Bas-Rhin, il est membre du Conseil économique et social de 1991 à 1999, président du groupe viande au sein du Comité des organisations professionnelles agricoles de l'Union européenne de 1996 à 1999. Il préside également la Fédération nationale bovine (FNB) à partir de 1990, la Confédération nationale de l'élevage (CNE) à partir de 1993 et l'association nationale interprofessionnelle du bétail et des viandes (Interbev) à partir de 1995-99, le Centre d'information des viandes (Civ) à partir de 1996, ainsi que la Coopérative des producteurs de viande d'Alsace (Copvial) et la Fédération de la coopérative d'Alsace. Il quitte ces fonctions après les élections européennes de 1999.

 

Concomitamment à ces activités syndicales, il mène une carrière politique. Élu maire de Pfettisheim en 1989 puis réélu jusqu'en 2001, date à laquelle il devient maire-adjoint, et vice-président de la Communauté de communes du Kochersberg. Il est élu député européen aux élections du 13 juin 1999 sur la liste RPR/DL menée par Nicolas Sarkozy, et réélu le 13 juin 2004 sur la liste « Avec l'Europe, voyons la France en grand ! ».

 

Président de la commission de l'agriculture et du développement rural au Parlement européen entre 2002 et 2007, il est élu le 9 janvier 2007, président du groupe Parti populaire européen, succédant ainsi au député allemand Hans-Gert Pöttering (CDU). Le 12 novembre 2004, Joseph Daul est mis en examen pour complicité et recel d'abus de biens sociaux dans le cadre de l'affaire Unigrains / FNSEA. Ces problèmes judiciaires suscitent le mécontentement de certains députés européens du PPE lorsqu’il en devient président en 2007. Joseph Daul est blanchi le 5 décembre 2008 des charges retenues contre lui. Réélu député européen le 7 juin 2009, il est reconduit à la tête du groupe PPE-DE le 23 juin 2009. Il soutient la candidature de François Fillon pour la présidence de l'UMP lors du congrès d'automne 2012.

Joseph Daul (born 13 April 1947 in Strasbourg) is a French politician and Member of the European Parliament for the East of France. He is a member of the Union for a Popular Movement (UMP), a member-party of the European People's Party (EPP). On 9 January 2007 he was elected Chairman of the EPP Group (at the time EPP-ED Group) in the European Parliament, replacing Hans-Gert Pöttering, who was elected as the new President of the European Parliament. Daul, in his capacity as EPP Group Chairman, is an ex officio Vice President of the European People's Party.

 

Daul had previously come to prominence of the European Parliament's powerful Committee on Agriculture, a position he was elected to on 23 July 2004, and right before as the Chair of the Committee Chair's Conference. He has been Mayor of Pfettisheim (Bas-Rhin) since 1989, and is an Officer of the Agricultural Order of Merit, Knight of the National Order of Merit and Knight of the Légion d'honneur. In addition to French he speaks standard German and Alsatian, the German dialect spoken in his native region.

 

Origin

Joseph Daul comes from a large family (six brothers and sisters) and at the age of 20 he took over a small family farm of 7 ha which he has since managed with his wife and, for the last few years, his son. While the operation has grown to 75 ha, it is still family run and specialises in beef production and the cultivation of sugar beet.

 

Responsibilities within the European Parliament

After having been elected in 1999, he naturally joined the then EPP-ED Group, now EPP Group, since it represented his most deeply held European convictions and the values which had always guided his political work. He became a very active member of the Committee on Agriculture and Rural Development, being appointed its chairman in January 2002. Under his chairmanship, the committee contributed significantly to the necessary reform of the CAP in 2003. The committee has since continued to ensure the rigorous implementation of the reform without losing sight of the need for an in-depth review in 2008, with a view to the reform in 2013.

 

In 2002, Joseph Daul was appointed chairman of the Conference of Committee Chairmen, which is responsible for coordinating 'horizontal' issues affecting the 20 parliamentary committees and for preparing the draft agenda for the plenary part-sessions. As part of the reform of the European Parliament, the Conference put forward proposals for making its work more efficient. Joseph Daul also co-chaired, together with the committee chairmen concerned, the hearings of the Commissioners and transmitted the conclusions to the President of the European Parliament. Finally, in 2005 and 2006, he and Socialist MEP Richard Corbett were Parliament's representatives for a new round of negotiations with the Council and Commission on comitology, giving Parliament, for the first time, the right to block the adoption of Commission implementing measures.

 

As a member of the European Parliament Delegation for the WTO negotiations, Joseph Daul formed part of the European Parliament delegation to the ministerial conferences in Seattle (1999), Doha (2001) and Cancun (2003). He was involved in the preparatory work for the ministerial conferences by regularly meeting ambassadors in Geneva in order to defend the position of the European Parliament. In January 2007, he was elected Chairman of the EPP Group. He remains member of the Committee on Agri. ulture and Rural Development and substitute member of the Committee on International Trade and of the Delegation to the ACP-EU Joint Parliamentary Assembly.
