Herman Achille Van Rompuy (Etterbeek, 31 oktober 1947) is een Belgische politicus van de christendemocratische partij CD&V en de huidige voorzitter van de Europese Raad, in de media vaak aangeduid met de officieuze titel 'president van Europa'. Zijn ambtstermijn begon op 1 januari 2010 en zal eindigen in november 2014. Hij was tussen 30 december 2008 en 25 november 2009 de premier van België. Op 19 november 2009 werd bekendgemaakt dat hij werd verkozen tot de eerste permanente voorzitter. Op 1 maart 2012 werd Van Rompuy met algemene stemmen door de 27 staatshoofden en regeringsleiders van de EU voor een tweede mandaat benoemd. Hij zal deze functie tot 30 november 2014 bekleden. Na deze termijn is hij niet meer herkiesbaar.

Herman Achille Van Rompuy (né le 31 octobre 1947 à Etterbeek) est un homme politique belge. Il est l'actuel président du Conseil européen et président du sommet de la zone euro. Néerlandophone, il est membre du parti politique belge Christen-Democratisch en Vlaams (CD&V), dont il représente l’aile conservatrice.

 

Président de la Chambre des Représentants de Belgique du 12 juillet 2007 au 30 décembre 2008, puis Premier ministre de Belgique. Il quitte son poste de Premier ministre le 25 novembre 2009. Il est choisi le 19 novembre 2009 par les 27 chefs d'État et de gouvernement de l'Union européenne, réunis en conseil à Bruxelles, pour devenir le premier président permanent du Conseil européen à compter du 1er janvier 2010. Le 1er mars 2012, Herman Van Rompuy a été réélu par les chefs d'État et de gouvernement des 27 États membres de l'Union européenne ; son second mandat est d'une durée de deux ans et demi, du 1er juin 2012 au 30 novembre 2014.

Herman Achille Van Rompuy (born 31 October 1947) is the first full-time President of the European Council. This is a position appointed by the European Council, and therefore not chosen through direct election by the citizens of Europe. A Belgian politician of the Christian Democratic and Flemish party, Van Rompuy served as the 66th prime minister of Belgium from 30 December 2008 until his predecessor (Yves Leterme) succeeded him on 25 November 2009. He has the Grand Cordon of the Order of Leopold.

 

On 19 November 2009 Van Rompuy was selected by the members of the European Council as the first full-time President of the European Council under the Treaty of Lisbon. He was appointed to chair the institution for the period starting from 1 December 2009 until 31 May 2012, though he only took up his position officially on 1 January 2010. On 1 March 2012 Herman Van Rompuy was re-elected by the heads of state or government of the 27 EU member states. His second (and last) term is set to last two and a half years, from 1 June 2012 to 30 November 2014.

 

Political career

Van Rompuy was the chairman of the national Christian People's Party's (CVP) youth council (1973–1977). From 1975 to 1980 he worked in the ministerial cabinets of Leo Tindemans and Gaston Geens. In 1978 he was elected a member of the national CVP's bureau (1978–present). He first was elected to the Belgian Senate in 1988 and served until 1995. In 1988 he shortly served as Secretary of State for Finance and for Small and Medium Enterprises before becoming the national chairman of the CVP (1988–1993).

 

Van Rompuy was Deputy Prime Minister and Minister of Budget from September 1993 to July 1999 in the two governments led by Jean-Luc Dehaene. As budget minister, together with finance minister Philippe Maystadt, he helped drive down Belgium's debt from a peak of 135% of gross domestic product (GDP) in 1993. It fell to below 100% of GDP in 2003.

 

He was elected to the Belgian Chamber of Representatives in the 1995 general election, but as he remained a minister, he was barred from taking the seat while holding that office. After his party's defeat in the 1999 Belgian general election, he became a member of the Chamber of Representatives. He was re-elected in 2003 and 2007. In 2004, he was designated Minister of State.

 

After eight years in opposition, CD&V (formerly known as CVP) returned to government. On 12 July 2007, Van Rompuy was elected as the President of the Belgian Chamber of Representatives, succeeding Herman De Croo. On 28 December 2008, following the 2007–2008 Belgian political crisis, Van Rompuy was asked by King Albert II to form a new government after he was reluctant to take up the role of prime minister. He was sworn in as Belgian prime minister on 30 December 2008.

 

On 1 March 2012 Herman Van Rompuy was re-elected unanimously as President of the European Council by the heads of state or government of the 27 EU member states. President Van Rompuy's second term will last two and a half years, from 1 June 2012 to 30 November 2014. After this second mandate he cannot be re-elected because the European Council President's term of office can only be extended once. Herman Van Rompuy was also appointed as the first President of the. Euro Summit, and this for the same term of office as his Presidency of the European Council. The Euro Summit meetings are to take place at least twice a year.
