A bill by state Assemblyman Anthony Portantino, D-La Cañada Flintridge, to help put more rapists behind bars was overwhelmingly approved by the State Senate late Tuesday on a vote of 37 to 2. The bill now goes back to the Assembly for approval of minor changes before heading to the Governor for signature. AB 322 will establish a two-and-a-half-year pilot project to test all rape kits in California counties that make arrests in fewer than 12 percent of the forcible rapes reported in that county.
