شوکت عزیز



شوکت عزیز پاکستان کے سابقہ وزیر اعظم اور وزیر خزانہ ت۔ شوکت عزیز عزیز احمد کے بیٹے ہیں۔ جو کہ پاکستان کے سابق وزیر اور معزز بیوروکریٹ تھے۔ 1999 میں یہ وزیر خزانہ تھے جبکہ 6[ جون] 2004 میں جب سابق وزیر اعظم میر ظفر اللہ خان جمالی نے استعفٰی دیا تو 28 اگست 2004 میں وزارتِ عظمٰی کا قلم دان ان کے حصے میں آیا۔.



شوکت عزیز نے اپنی ابتدائی تعلیم سینٹ پیٹرکس ہائی سکول کراچی اور ایبٹ آباد پبلک سکول، ایبٹ آباد سے حاصل کی۔ انہوں نے اپنی ثانوی تعلیم گورنمنٹ اسلامیہ کالج قصور سے بھی حاصل کی تھی۔ 1967 میں انہوں کے گریجوایش سائنس میں گورڈن کالج، راولپنڈی سے حاصل کی۔ 1969 میں آپ نے ایم بی اے (MBA) کی ڈگری انسٹیوٹ آف بزنس ایڈمنسٹریشن، کراچی سے حاصل کی۔


بطور وزیر خزانہ

1999 کی تبدیلیوں کے بعد شوکت عزیز نے صدر پرویز مشرف کی دعوت پر پاکستان میں وزارت خزانہ کا قلمدان سنھبالا اور مالی بحران میں گھرے ہوئے ملک کی تمام تر معاشی زمہ داریاں اپنے کندھوں پہ رکھ لیں۔ آپ پاکستان کی معیشت کسی حد تک سنھبالنے میں کامیاب بھی ہوئے اور یہ کوشش مسلسل جاری ہیں۔ 2001 میں شوکت عزیز دو بین الاقو امی رسالوں کی جانب سے پوری دنیا میں بہترین وزیر خزانہ قرار پائے۔ ان رسالوں میں Euro money یورومنی اور بینکرز میگزین Banker’s magazine شامل ہیں۔


بطور وزیر اعظم

میر ظفر اللہ خان جمالی کی طرف سے استعفٰے کے بعد مسلم لیگ ق کی طرف سے شوکت عزیز کا نام وزارتِ عظمٰی کے لیے پیش کیا گیا۔ اس دوران وزارت عظمٰی کا قلمدان چودھری شجاعت حسین کے پاس رہا جبکہ شوکت عزیز وزیر اعظم کے لیے قانونی شقیں پوری کرنے کے لیے ضمنی انتخابی مہم کرتے رہے اور پھر ان کو سندھ سے تھرپاکر اور اٹک سے قومی اسمبلی کا ممبر منتخب کر لیا گیا اور اسطرح وزارتِ عظمٰی ان کے پاس آئی۔


خود کش قاتلانہ حملہ

شوکت عزیز پر 29 جولائی ، 2004 کو اس وقت خود کش قاتلانہ حملہ ہوا جب وہ فتح جنگ میں ایک انتخابی مہم کے سلسہ میں موجود تھے۔ اس حملے میں وہ معجزانہ طور پر بچ گیے البتہ اس حملے میں ان کا ڈرائیور فوت ہو گیے جبکہ بلٹ پروف کار بھی ناکارہ ہو گئی۔



ان کی شہریت مشکوک ہے کیونکہ مبینہ طور پر ان کے پاس امریکی پاسپورٹ ہے۔ اگر کوئی امریکی قومیت رکھے تو اسے اپنی پرانی قومیت چھوڑنا پڑتی ہے۔ کوئی امریکی دوہری شہریت نہیں رکھ سکتا۔ اس لیے اگر ان کے پاس امریکی شہریت ہے تو وہ پاکستان کے قانونی طور پر شہری نہیں اور وزیراعظم نہیں بن سکتے۔ اسی بات پر چیف جسٹس افتخار چودھری کیس شروع کرنے لگے تھے مگر ان کو ایک ریفرنس کے ذریعے غیر فعال کر دیا گیا۔







Shaukat Aziz (Urdu: شوکت عزیز‎; born 6 March 1949 in Karachi, West-Pakistan) is a Pakistani economist and financier who served as the fifteenth Prime Minister of Pakistan from 20 August 2004 to 15 November 2007, and as well as the Finance Minister of Pakistan from 6 November 1999 until 15 November 2007. Educated and graduated from the Institute of Business Administration in Karachi, Aziz joined the corporate staff of the CitiBank Pakistan in 1969 and served in various countries' governments as CitiBank financier, and finally elevated as executive vice-president of Citibank in 1999. After accepting the personal request by General Pervez Musharraf, Aziz returned to Pakistan from the United States to assumed the charge of the Finance Ministry as its Finance minister while taking the control of country's economy. In 2004, Aziz was nominated by the Pakistan Muslim League, a conservative front, for the position of Prime Minister after the resignation of Zafarullah Khan Jamali on 6 June 2004.


Aziz's macroeconomics policies oversaw the political stability and economical progress, subsequently ending the distressing "era of stagflation" in 2001. Intensified privatisation and economic liberalisation programmes were personally initiated by Aziz, achieving to privatised all state-owned corporations and strengthened the country’s economic base which led the improvement of the country’s growth rate by 6.4% per year, reduction of poverty and inflation rate dropped to 3.5% in last 3 years as against 11–12% in 1990s. For the first time in Pakistan's history, all goals and revenue collection targets were met in his tenure and allocation for development has increased by about 40%. Moreover, despite a series of internal and external distresses, economic situation of Pakistan improved significantly and reserves increased to US$ 10.5billion on 30 June 2004 as compared to US$ 1.2billion October 1999. As Prime minister, Aziz oversaw the large-scale expansion of military reforms and police reforms and significant investment in the country that led the boom of automotive industry, energy megaprojects, nuclear industry, port industry and presided the unprecedented GDP growth. Aziz's policy expanded the internet, telecommunication services, and liberalised the private media of Pakistan as his vision to internationalise the image of the country.


Subsequently Aziz became the first Prime minister to complete a full term in the office, in the History of Pakistan. After his tenure completed, Aziz went on to settle in London, United Kingdom where he is currently serving on the boards of Millennium and Copthorne Hotels plc.



After completing his term, Shaukat Aziz lastly met with Pervez Musharraf before departing to United Kingdom where he currently resides in London, United Kingdom. There, Aziz is currently serving on the Boards of Millennium & Copthorne Hotels plc. and The Blackstone Group. According to Aziz, he has maintained good relations with several members of his government and the members of the Parliament including his former Foreign Minister Khurshid Kasuri and former railways minister Sheikh Rasheed and his party president Chaudhry Shujaat Hussain. In the midst of 2009, in polls performed by various news agencies, Aziz's approval rating ranged from 30.7%, but ratings dramatically fell down to 17.3% in the end of 2009. In 2012, in polls managed by various news surveys, Aziz's popularity approval ratings ranged at 20.5%. Aziz remains active in political arena of the country and vigorously defended his financial policies. Aziz criticised the care-taker government of Muhammad Mian Soomro for economical collapse, and predicted that, "the next elections will sweep, paving the way for a two-party system to emerge with the Pakistan Muslim League in the government and the Peoples Party in the opposition".


He remains active on economical issues and harshly criticised the International Monetary Fund (IMF) of failing to show leadership during what he described as a "historic" global financial crisis. While attending the international business conference at Philippines, Aziz maintained that: "This global institution (IMF) which is supposed to look at everything going on was not even in the room where meetings are going on". In 2008, Aziz gave vehement criticism to IMF and according to him, the "IMF has played a very negative role" in global crises.


Speaking at the Association of Southeast Asian Nations conference in 2008, Aziz maintains his views that the Financial crisis occurred due to financial mismanagement, lack of understanding the macroeconomics principles and fragmented regulatory regimes in the world. In an interview with CNN, Aziz remains pessimist about Pakistan's approach to Free Trade Agreement with the United States in 2012 by judging the current relations with the United States and economical challenges faced by the country.
