Women’s quotas: Reding looks set to win a battle

Viviane Reding has not won the war but she is about to win a battle fought in the European Commission over her controversial project for mandatory quotas of 40% of women on the executive boards of listed companies in the EU by 2020 (2018 for big public enterprises). The project will only concern non-executive members, ie those who supervise the executive boards but do not make decisions on a daily basis. For non-executive members, the average of women is 15% in the EU.

 

According to our sources, the justice commissioner’s draft directive looks set to be discussed by the College of Commissioners on 14 November, but adjustments have been necessary in order for this to happen. Reding, who is backed by President José Manuel Barroso, should receive more support than at the previous 23 October meeting (during which the decision on her project was postponed) as several commissioners who are opposed to her text – for example Catherine Ashton or Karel De Gucht – are not set to be present at the meeting. Other commissioners who are opposed to the project – such as Neelie Kroes (Digital Agenda), Cecilia Malmström (home affairs), Janusz Lewandowski (budget) and Connie Hedegaard (climate action) – can ask to put the text to the vote. However, Reding has the all-important support of Vice-President Joaquín Almunia (competition) – who was absent on 23 October – as well as that of Kristalina Georgieva (humanitarian aid) and Maria Damanaki (mariti. e affairs and fisheries).
