The Democratic congresswoman has gone on four privately paid trips this year - to Tokyo, Vienna, Israel and Florida - and brought her husband along for each.

The 23 days and roughly $29,000 in plane tickets, hotels, meals and other expenses were paid for by nonprofit and educational organizations - something watchdogs say smacks of a pampered junket.

Lowey, who had the highest privately funded travel tab of any New York rep, defended the excursions.

"As the top Democrat on the committee that provides U.S. aid to allies and security assistance to protect U.S. interests around the world, Congresswoman Lowey travels to conduct oversight, learn about policy and U.S. programs firsthand, and meet with other leaders," said Lowey's spokesman Matthew Dennis.

"Traveling with private organizations minimizes the cost to taxpayers."

The House ethics committee apprved all of Lowey's trips and said she could bring her husband along.
